Bangladesh, our motherland is one of the most disaster prone
countries of this world. Bangladesh being a riverine country with a low laying
landscape is very vulnerable, with these has added dense population and
poverty. The most common and frequent natural and manmade disasters of
Bangladesh are- floods, flash floods, cyclones, droughts, tidal surges,
riverbank erosion, tornados, landslides, high arsenic content in ground water,
waterlogging, water and soil salinity, fire, infrastructural collapses etc.
with various kinds of pollution.
To fight with these disasters and to overcome the losses
Government of Bangladesh established two separate ministries named Ministry of
Relief and Rehabilitation and Ministry of Food respectively after the
independence in 1972. In 1982 the two ministries were unified under Ministry of
Food and two departments were set up. Following the years these two ministries
went through various changes and at last in 2012 the Ministry of Disaster
Management and Relief was established. This ministry undertakes various tasks
from creating plans, policies and legislations to creating and maintaining
various projects and programs. The Modern has taken initiatives and projects in
order to prepare people for future disasters and make them resilient by ensuring
employment for the poor, develop and reconstruct critical infrastructure.
As disasters are natural phenomena so they cannot be
prevented from occurring. But if people take initiatives they can minimize the
effects of the disasters, here disaster management comes into play. Disaster
management includes pre-disaster initiatives such as preparedness, mitigation,
early-warning & evacuation as well as post disaster initiatives like
response, relief, reconstruction and rehabilitation. If all these initiatives
are maintain sequentially with a broad planning and structure then success is
bound to come. In case of Bangladesh MoDMR plays that role and has been
successful but still Bangladesh needs more improvement. That is why it is
necessary to employ more budget, research and expert on this sector.
